Qatar urges Hamas to respond to a US proposal for a truce in Gaza, and Israel discusses it with Witkoff.

The source said that the Qatari Prime Minister urged Hamas to respond to the latest US proposal, conveyed through mediators, aimed at reaching a ceasefire and releasing Israeli detainees.

Meanwhile, Israeli Strategic Affairs Minister Ron Dermer discussed on Monday a US proposal for a prisoner exchange deal and an end to the war in Gaza with White House Middle East envoy Steve Witkoff and Jared Kushner, son-in-law of US President Donald Trump, according to Hebrew media.

This comes after Israeli Prime Minister Benjamin Netanyahu's office said on Sunday that Tel Aviv is "seriously considering Trump's new proposal, but Hamas will continue its intransigence," it claimed.

For its part, Hamas announced on Sunday that it had received ideas from the United States, via mediators, to reach a ceasefire agreement in Gaza, stressing its welcome for any move that would help end the nearly two-year-old war.

Hamas has repeatedly declared its willingness to conclude a comprehensive deal with Tel Aviv to release all Israeli prisoners in exchange for Palestinian prisoners, end the war, and withdraw from the Gaza Strip. However, Netanyahu has consistently rejected these offers, insisting on partial proposals that allow him to stall and impose new conditions at each negotiation stage.

Tel Aviv estimates that there are 48 Israeli detainees in Gaza, 20 of whom are still alive. Meanwhile, more than 11,100 Palestinian prisoners are languishing in its prisons, suffering torture, starvation, and medical neglect. Several of these prisoners have been martyred, according to Palestinian and Israeli human rights and media reports.

Channel 12 reported, citing an unnamed American official familiar with the details, that the meeting of the three parties "discussed the American proposal for a deal to exchange kidnapped (prisoners) and end the war in Gaza, as well as the American plan for the post-war period in the Strip."

The channel said that according to the new proposal, "Israel will fully withdraw, conditional on the new government in Gaza's ability to impose security."

On Sunday, the official Israeli Broadcasting Authority and Channel 12 indicated that Trump's new proposal includes "fundamental changes compared to previous proposals."

Under the new proposal, according to the committee, all 48 detainees, including those killed, would be released on the first day of the deal, in exchange for the release of hundreds of Palestinian prisoners serving long sentences and thousands of detainees.

The proposal also calls for Israel to halt its "Gideon 2" operation to occupy Gaza City, and for a negotiating track to be immediately opened, under Trump's personal leadership, to end the war.

After more than three weeks of intense bombardment of Gaza, the Israeli occupation army announced on September 3 the launch of Operation Gideon 2, a full-scale occupation of Gaza City. This operation sparked criticism and protests in Israel, fearing for the lives of prisoners and soldiers.

According to Channel 12, Trump's proposal calls on Hamas to rely on his promises to end the war, assuming that after the release of the detainees, Israel will find it difficult to obtain "internal and external legitimacy to continue fighting in Gaza."

In the same vein, the official Israeli Broadcasting Authority quoted Israeli sources familiar with the negotiations as claiming that "the American proposal is consistent with Israel's demands to stop the war."

On August 18, Hamas agreed to a proposal by mediators for a partial ceasefire and prisoner exchange. However, Israel did not respond to the mediators, despite the agreement's terms being identical to an earlier proposal put forward by Witkoff and accepted by Tel Aviv.

The opposition and the families of Israeli prisoners assert that Netanyahu is continuing the war to maintain his position, fearing the collapse of his government if the most extremist faction, which refuses to end the war, withdraws.
