Tijuana, May 4.—The State Attorney General's Office (FGE) is investigating the death of Jorge Luis Cabrera Vélez, 30, as a suspected negligent homicide, as the forensic medical report indicates the victim suffered serious injuries; this is part of the investigation.
Jorge Luis Cabrera, the father of two children, Valentina and Adel, was found dead around 9:57 p.m. on April 28, just hours after Tijuana municipal police officers arrested and beat him in the El Niño neighborhood.
Therefore, agents from the State Investigation Agency (AEI) are working to analyze the events that occurred hours before Jorge Luis's death. The victim's relatives submitted a video—recorded by neighbors—to the Public Prosecutor's Office. This video shows officers putting the man in their patrol car, followed by wailing and blows.
According to the FGE (Federal Attorney General's Office), Cabrera Vélez was arrested because he was allegedly "disturbing the peace" by shouting at a private residence demanding some tires.
