The Ministry of Communication and Digital (Kemkomdigi) noted that the majority of online gambling sites are managed using Cloudflare infrastructure.
Based on 10,000 online gambling sites sampled between November 1-2, 2025, more than 76 percent used Cloudflare services, including to mask IP addresses and expedite domain migrations to avoid content blocking.
"PSE registration is not merely administrative, but a crucial instrument for ensuring Indonesia's digital sovereignty and protecting the public within a healthy and responsible digital ecosystem," said Alexander Sabar, Director General of Digital Space Supervision at the Ministry of Communication and Digital Affairs, in a statement in Jakarta on Wednesday.
He added that without the legal status of a PSE, coordination and enforcement against prohibited content such as online gambling would be more difficult.
According to Alexander, the discovery of the high number of online gambling site IPs behind Cloudflare's services has been reported to the company.
The Ministry of Communication and Digital has also summoned Cloudflare to provide clarification and request a commitment to immediately register as a Private Electronic System Provider (PSE).
"If a platform ignores the notification and still fails to register, administrative sanctions, including termination of access, may be imposed in accordance with statutory provisions," he stressed.
