The Ombudsman recommends that KP2MI-Imipas collaborate on data integration for human trafficking prevention.  The Indonesian Ombudsman (ORI) has recommended that the Ministry of Protection of Indonesian Migrant Workers (P2MI) collaborate with the Ministry of Immigration and Corrections (Imipas) to integrate KP2MI's human trafficking prevention (TPPO) data with the immigration information system.


According to Indonesian Ombudsman member Johanes Widijantoro, the main problem in monitoring people crossings is the lack of integration of information systems between key agencies, namely SIMKIM (Directorate General of Immigration, Ministry of Imipas), SISKOP2MI (KP2MI), SIPMI (Ministry of Manpower), Dukcapil Data (Ministry of Home Affairs), and Peduli WNI (Ministry of Foreign Affairs).






"There is still a lack of integration of data and information systems between institutions," said Johanes at a Public Discussion and Submission of the Systematic Study Analysis Report in Jakarta on Friday.




Meanwhile, he hopes the Ministry of Mathematics and Natural Sciences can develop an integrated data system between KP2MI, the National Police, the Ministry of Manpower, the Ministry of Home Affairs, and local governments, which aims to build a uniform data interoperability system.






It was stated that this was an effort to ensure that passport applicant data did not indicate that they were non-procedural Indonesian migrant workers (PMI) and human trafficking syndicates.






Furthermore, Johanes added that the Ministry of Immigration and Tourism can also develop an immigration information system that contains a list of Indonesian citizens (WNI) and non-procedural migrant workers who have been included in the list of passport delays, and prevention of departure, as well as repatriation from abroad.




The system, he said, must be integrated with prevention data at KP2MI and data on the repatriation of human trafficking victims at the Ministry of Foreign Affairs (Kemenlu) to improve supervision in immigration checks at Immigration Checkpoints (TPI).






On the other hand, he assessed that so far, inter-sectoral coordination in monitoring people's crossings has been incidental.




Because, he said, the exchange of information only took place after the human trafficking case occurred, where one of the most fundamental weaknesses in the immigration sector was the minimal integration of data between agencies involved in monitoring the mobility of Indonesian citizens and protecting prospective migrant workers.
