Thirteen members of the council voted in favor of the draft resolution in a public session, while Russia, which had submitted a competing draft resolution, abstained from voting along with China.
The United Nations website stated that Resolution 2803 welcomed President Trump’s 20-point plan to end the war in Gaza, issued on September 29, 2025.
The US resolution endorses President Donald Trump’s 20-point ceasefire plan, which calls for the creation of a body called the “Peace Council” as a transitional authority headed by Trump.
The resolution also authorizes the formation of a stabilization force and grants it broad powers, including border control, security, and the disarmament of the sector. The mandates of both the Council and the force expire at the end of 2027.
In his remarks following the vote, U.S. Ambassador to the UN Security Council Mike Waltz said, “Today’s resolution represents another significant step toward a stable Gaza that can thrive.”
Waltz explained that the peace council that President Trump will form will provide humanitarian aid and support the formation of a committee of Palestinian technocrats.
