This came in the final statement of the Gulf summit, which was held at Sakhir Palace in the capital Manama, chaired by the King of Bahrain, Hamad bin Isa Al Khalifa, and which witnessed the first participation of the Sultan of Oman, Haitham bin Tariq, in those summits since 2020.

The statement affirmed the Council’s firm stance on respecting Syria’s sovereignty and territorial integrity and rejecting any foreign interference in its internal affairs, stressing that Syria’s security and stability are an essential part of the region’s stability.

The statement said that "the Supreme Council condemned the repeated Israeli attacks and violations against the sisterly Syrian Arab Republic, and its blatant attacks on its sovereignty and stability, which undermine its security, unity and the safety of its lands and citizens."

The statement welcomed Security Council Resolution 2782, of June 30, regarding the need for all parties to adhere to the 1974 Disengagement Agreement.

The Council reaffirmed that the Golan Heights is Syrian Arab land, and condemned the Israeli occupation’s decisions to expand settlements in the occupied Golan and to occupy the buffer zone on the Syrian border, in grave violation of the UN Charter, the principles of international law and relevant Security Council resolutions.

The statement called on the Security Council and the international community to assume their legal and moral responsibilities to stop these attacks on Syrian territory and to ensure Israel’s complete withdrawal from all occupied Syrian territory.

Although the Syrian government poses no threat to Tel Aviv, Israel continues to carry out almost daily ground incursions and airstrikes that have killed civilians and destroyed Syrian army positions, vehicles, weapons and ammunition.

Israel has occupied the Golan Heights since 1967, and then expanded after the fall of Bashar al-Assad’s regime into the buffer zone and Mount Hermon in southern Syria, and declared the collapse of the disengagement agreement concluded between the two sides since 1967.

The Council welcomed the Syrian government’s announcement of a roadmap to resolve the crisis in the southern province of Suwaida, appreciating the efforts of Jordan and the United States in this regard, and supporting all steps that enhance security and stability in the country.

Last September, Syrian Foreign Minister Asaad al-Shaibani, during a press conference in Damascus with his Jordanian counterpart Ayman Safadi and US Special Envoy to Syria Thomas Barak, announced a 7-step roadmap for a solution in the Suwaida province, including "deploying local forces from the Ministry of Interior to protect roads and secure the movement of people and trade."

Last July, Suwaida witnessed armed clashes that lasted for a week between Druze groups and Bedouin tribes, leaving hundreds dead, before a ceasefire agreement was reached that came into effect on the 19th of the same month.The Council also welcomed the agreement signed on March 10, 2025, stipulating the integration of civilian and military institutions in northeastern Syria into state institutions, considering that this contributes to strengthening national unity andcompleting the building of state institutions.

On March 10, Syrian President Ahmed al-Sharaa and the commander of the so-called "SDF" forces, the front for the PKK/YPG terrorist organization, Farhad Abdi Shahin, signed an agreement to integrate the civilian and military institutions in the northeast of the country into the administration of the state, including the crossings, the airport, and the oil and gas fields, and to affirm the unity of the country's territory, but the terrorist organization violated the agreement more than once.

The Gulf summit statement also called on all Syrian parties to prioritize reason and dialogue, reject calls for division, and strengthen solidarity among the Syrian people in order to contribute to completing the process of building the new Syrian state.

The Syrian arena has recently witnessed a movement that threatened national unity, as local voices rose in the coastal region (west), which was considered a stronghold of the defunct regime, and put forward ideas related to secession, which were met by hundreds of thousands of Syrians taking to the streets in support of unity and in rejection of division.

This movement coincided with similar calls from the PYG/PKK terrorist organization in the northeast of the country, as well as separatist calls in the southern province of Suwaida.

The Syrian authorities accused what they described as "external forces" of inciting strife among the components of the Syrian people, with the aim of fragmenting and weakening the country.
