  The East Nusa Tenggara (NTT) Regional Office of the Ministry of Law (Kanwil Kemenkum) together with the North Central Timor Regency Government (Pemkab TTU) are harmonizing two draft regional regulations (Raperda) to strengthen regional government regulations and governance.

"This harmonization phase provides space to ensure that every provision in the draft regional regulation remains relevant to regional needs and is in line with the provisions of applicable laws and regulations," said Silvester Sili Laba, Head of the NTT Ministry of Law and Human Rights Regional Office, while leading a harmonization meeting in Kupang on Monday.

He explained that the two harmonized Draft Regional Regulations were the Draft Regional Regulation on the Organization of Alcoholic Beverages and Traditional Alcoholic Beverages, and the Draft Regional Regulation on the Adjustment of the Tirta Cendana Regional Public Drinking Water Company to become the Regionally Owned Enterprise Tirta Cendana Regional Public Drinking Water Company.

Silvester emphasized that drafting regional regulations requires strong collaboration among stakeholders to ensure clear regulations, legal certainty, and effective implementation.

"Through today's discussions and input, we hope the draft will be more organized and provide benefits to the community," he said.

He expressed his appreciation for the presence and commitment of the TTU Regency Government in participating in the harmonization process, represented by Regional Secretary Fransiskus Bait Fay and Chairman of the DPRD Kristoforus Efi along with the relevant regional apparatus.

Meanwhile, the Head of the Regional Office, Silvester, was accompanied by the Head of the Legislation and Legal Development Division, Hasran Sapawi, and Associate Expert Legislation Drafter, Yunus Bureni.

The meeting then continued with a technical presentation by Yunus Bureni. He explained that both draft regional regulations had been reviewed from a procedural, technical, and substantive perspective.

Although there are still several notes regarding editorial and terminology that require further refinement, in general the structure, systematics, and regulatory norms have been adjusted to the rules for forming statutory regulations.

From a substantive perspective, he said, the review was conducted to ensure that each regulation had a clear basis and purpose.
