The Corruption Eradication Commission (KPK) has responded to the possibility of naming suspects in the alleged corruption case involving the determination of quotas and the organization of the Hajj pilgrimage at the Ministry of Religious Affairs for 2023–2024, namely before 2025 ends or is replaced by 2026.
"Hopefully, we will soon name a suspect in the Hajj quota case investigation," said KPK Deputy Chairperson Fitroh Rohcahyanto at the KPK's 2025 Year-End Performance press conference at the KPK's Red and White Building in Jakarta on Monday.
Meanwhile, Fitroh said the Corruption Eradication Committee (KPK) is currently in intensive communication with the Indonesian Audit Board (BPK) auditors.
"Why? Because we will suspect Articles 2 and 3, which require a calculation of state losses," he explained.
Therefore, he said that the handling of the Hajj quota case was progressing slowly, but surely.
"So, it's a little slow, but it has to be sure. Don't rush it and then miss it. This also concerns human rights," he said.
Previously, on August 9, 2025, the Corruption Eradication Commission (KPK) announced that it had begun investigating the alleged Hajj quota corruption case and stated that it was communicating with the Indonesian Audit Board (BPK) to calculate state losses.
On August 11, 2025, the Corruption Eradication Commission (KPK) announced its initial calculation of state losses in the case reaching more than IDR 1 trillion, and prevented three people from traveling abroad.
Those who were prevented were former Minister of Religion Yaqut Cholil Qoumas, Ishfah Abidal Aziz alias Gus Alex as a former special staff during the era of Minister of Religion Yaqut Cholil, and Fuad Hasan Masyhur as the owner of the Maktour Hajj organizing agency.
On September 18, 2025, the Corruption Eradication Commission (KPK) suspected that 13 associations and 400 Hajj travel agencies were involved in the case.
In addition to being handled by the Corruption Eradication Commission (KPK), the House of Representatives' Hajj Inquiry Committee previously stated that it had found a number of irregularities in the implementation of the 2024 Hajj pilgrimage.
The main point highlighted by the special committee was the 50-for-50 quota distribution of the 20,000 additional quota allocated by the Saudi Arabian government.
At that time, the Ministry of Religion divided an additional quota of 10,000 for regular Hajj and 10,000 for special Hajj.
This is not in accordance with Article 64 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimages, which regulates the special Hajj quota at eight percent, while the regular Hajj quota is 92 percent.
