Komnas HAM encourages strengthening of SPPG supervision of the MBG program

The National Commission on Human Rights (Komnas HAM) is pushing for strengthened oversight of Nutrition Fulfillment Service Units (SPPG) in the Free Nutritious Meals (MBG) program, including through regulatory evaluations and improvements to food safety standards.

Uli Parulian Sihombing, Commissioner for Assessment and Research at the National Human Rights Commission (Komnas HAM), said in Jakarta on Monday that the results of assessments and monitoring in several regions indicate the need to improve the implementation of the program so that the benefits of the MBG are more optimal, especially for vulnerable groups and areas with a high prevalence of stunting.

According to Uli, Komnas HAM assesses that the scope of beneficiaries in Presidential Regulation Number 115 of 2025 is still very broad because it includes students from early childhood education to high school, educators, as well as groups of pregnant women, breastfeeding mothers, and toddlers.

"We think that's too broad because interventions to address stunting are actually aimed at the 3Bs: pregnant women, breastfeeding mothers, toddlers, and early childhood education (PAUD) students," Uli said.

The National Commission on Human Rights recommends that programs be more focused on vulnerable groups, poor communities in deciles 1 to 4, as well as disadvantaged, frontier, and outermost (3T) regions that have a higher risk of stunting.
