Lebanese and Israeli media outlets published the full text of the security annex to the framework agreement between the United States, Israel and Lebanon, which was signed in Washington on June 26, 2026.
The text includes executive and security arrangements related to southern Lebanon, as well as verification and deployment mechanisms. The text states:
Pilot Zone Designation: The parties will designate and immediately launch the first pilot zone in the South Litani sector through an agreed military planning process using a four-step model:
- Clearance: Taking lawful measures against all non-state armed individuals engaged in unauthorized activities and destroying or disabling their associated infrastructure, including but not limited to weapons, arms caches, tunnels, and command centers belonging to such non-state armed groups.
- Verification: Verification of the clearing of all non-state armed groups and their military infrastructure by a mutually agreed third-party entity.
- Presence: The presence of a highly qualified Lebanese Armed Forces (LAF) that assumes and maintains exclusive operational control to prevent any resurgence of non-state armed activity.
- Reconstruction: The Lebanese state will lead reconstruction efforts, supported by international assistance and coordinated through the political process.
Implementation and Verification: The Lebanese Armed Forces will lead the implementation of this model, with success measured by the verifiable implementation of the disarmament and deconfliction process agreed upon within this negotiating framework.
Israel and Lebanon will establish the "Military Coordination Group for Lebanon (MCG4L)," tasked with 24/7 operation, managing deconfliction, verification, and overall implementation. This cell will report to the relevant political authorities in Israel and Lebanon through indirect military channels between the two countries. Ongoing verification will be conducted concurrently with the deconfliction operations.
Security Commitments: The Lebanese Armed Forces commit to taking the necessary operational measures to ensure that Hezbollah and all other non-state armed groups are disarmed and have no military role or capabilities within Lebanon.
Sequential Redeployment: Pending the successful completion of the agreed and verifiable disarmament and demobilization process, Israel commits to a phased, conditions-based reduction and gradual redeployment of its forces from Lebanese territory, planned and sequenced through the Lebanon Military Coordination Group, to coincide with the deployment of the Lebanese Armed Forces.
Desired Outcome: As part of the broader effort to disarm and dismantle all non-state armed groups as mutually agreed within this negotiating framework, to restore full Lebanese state authority throughout Lebanon and ensure Israel’s long-term security.
Oversight and Dispute Resolution: The parties, with facilitation from the United States, will conduct periodic reviews of implementation and may amend this Annex by mutual agreement. Any disputes concerning its interpretation or implementation will be resolved through trilateral discussions.
