The Deputy Minister of Home Affairs asked regional governments to strengthen early prevention of forest and land fires

 Deputy Minister of Home Affairs  Ribka Haluk encouraged regional governments  to strengthen preparedness in dealing with forest and land fires .

"We never plan for disasters, but all mitigation measures and efforts must be in place. When drafting the regional budget  and the regional work plan , we must always include a budget allocation for unforeseen expenses ," Ribka said in her statement.

This was conveyed while leading the Coordination Meeting on Preparedness and Mitigation of Forest and Land Fires in the Bali, Nusa Tenggara, Maluku, and Papua regions at the Ministry of Home Affairs Headquarters.

According to Ribka, this preparedness requires support from regulations, budgets, institutions, human resources (HR), facilities and infrastructure, and community involvement. Therefore, prevention efforts need to be prepared early and incorporated into regional development planning.

Ribka explained that the division of duties between the central and regional governments in forest and land fire management has been regulated through Presidential Instruction  Number 3 of 2020.

In these provisions, the Ministry of Home Affairs has the task of providing guidance and supervision of the policies and actions of regional heads, including ensuring adequate budget allocation for forest and land fire mitigation.

As part of its regional development efforts, Ribka stated that the Ministry of Home Affairs has issued a number of regulations that can serve as instruments for regional governments to strengthen their preparedness in dealing with forest and land fires.

These regulations include the Minister of Home Affairs Regulation  Number 101 of 2018 and Permendagri Number 114 of 2018.

These regulations cover, among other things, the Minimum Service Standards  for disaster and fire management. Furthermore, guidelines have been issued for the preparation of Regional Government Work Plans  and Regional Revenue and Expenditure Budgets , village financial management, firefighting institutions, and the development of volunteer firefighters.

Furthermore, the Ministry of Home Affairs has issued Ministerial Instruction Number 1 of 2026 as a follow-up to the President's directive regarding forest and land fire control and regional government preparedness.
