Appointing the Senate presidency is a step towards a broader path

The renewal of royal confidence in Faisal Al-Fayez as head of the Senate for two additional years is a step towards political and legislative stability, within a broader path at the national level.
Establishing leadership positions

Renewing Al-Fayez’s term pushes towards consolidating some key leadership positions in state institutions that are not subject to criticism, while the Senate continues its role in demonstrating balance in legislative processes and providing state institutions with suggestions.

The next step after the renewal is the composition of the Senate, which ranges between two possibilities: The first: avoiding the reconstitution of the council; this option, which will be decided before the 25th of this month, is suggested by the appointment of former minister, Yassin Khayat, as a member of the council, instead of former finance minister, Muhammad Asas, who resigned for the purpose of taking over new leadership and academic duties in the administration of the American University in Cairo.

The policy is to fill vacancies only, which may anger local figures seeking a seat in the Senate.

It is clear that the policy of simply filling vacancies is the one adopted, which may anger local figures looking for a seat in the council, as thousands of applications reach the headquarters of the Royal Court or the current presidency of the Senate, amid hope for the second option, i.e. resorting to a change in the composition of the Senate during the last week of this month.

Questions about the composition of the Senate coincide with others related to deciding on the presidency of the House of Representatives, on the eve of the convening of the new regular session of Parliament on November 2nd, as at least 11 deputies have announced their intention to run for the position.

In this context, the data indicates that the chances of the current Speaker of Parliament, Mazen Al-Qadi, remaining in his position are high, although the Prime Minister’s office has another option related to the government’s legislative needs in the next regular session.

On the legislative government’s table are entitlements for laws and amendments that may provoke controversy and debate, the most important of which is the amended Social Security Law. Therefore, it is natural for the Prime Minister, Jaafar Hassan, to seek to ensure the presence of a friend in the presidency of the House of Representatives, knowing that his influence on this file is not yet known, because the competition is fierce.

Cabinet reshuffle

The resolution of the Senate and House of Representatives appointments at the presidential level means that a resolution at the cabinet level is also imminent, as the third cabinet reshuffle is expected. According to Hassan's plans, this reshuffle must address the government's legislative needs regarding the new social security law and the new budget bill. Allocating ministerial portfolios to political parties, which would satisfy parliamentary blocs, will be helpful in this regard.

The resolution of the Senate and House of Representatives at the presidential level means that the resolution at the ministerial level is also imminent.

Appointing the head of the Senate is a step towards stabilizing the legislative process, and Al-Fayez is experienced and plays a key role in the national arena, away from maneuvers and fluctuations.

Therefore, what happened on Thursday evening in the Senate allows for changes and a review of controversial economic projects, especially after a phase in which a debate was raised about the new local administration and real estate ownership laws.

All of this is in parallel with the continuation of the restructuring plan for the country’s security system, where some steps have begun with a package of retirements, which are likely to be completed later.
