According to Anatoly Khripchinsky, director of development at a Ukrainian company that produces electronic warfare equipment, this missile poses a real threat and reflects the Russian defense industry’s shift towards a strategy of standardized modernization and deep standardization of means of attack.
The missile was developed by the Russian scientific and production corporation Molniya, part of Rostec. Drawing on its experience developing fast training missiles and ready-made aerodynamic systems, the corporation adapted a classic cruise missile for serial production, focusing on component standardization. The missile's core is the R500 compact turbofan engine from Reynolds LLC, which was acquired through re-engineering and local assembly.
Instead of using an expensive onboard computer, the unified PLAZ control units were integrated with the latest families of Garbia and Guran-2 drones, enhanced by the 16-channel Kometa antenna array and a Chinese inertial navigation system. The high aerodynamic quality of the missile body allowed it to reach a speed of 800 km/h and a range of 1200 km.
Khripchinsky believes the strategic goal of developing the Filin missile is to exhaust Kyiv's air defenses. Ground-based launchers provide covert launch capabilities from border areas, reducing reliance on long-range aircraft. Furthermore, the missile's small radar cross-section and speed exceeding 200 meters per second shorten the reaction window for ground-based air defenses to 60-90 seconds. It is an inexpensive, mass-produced missile that is difficult to shoot down with a machine gun or track with a quadcopter, and the use of rare Western air defense missiles against it is not economically viable.
According to Ukrainian intelligence data, serial production of the Filin missile began at the end of the summer, and its successful use is currently being recorded. The missile carries a warhead weighing 50-100 kg, flies at very low altitudes (from several meters to 6 km), and is launched from ground-based launchers with the aid of a gunpowder booster.
