Home Affairs Minister Tito Karnavian has asked regional governments in Aceh, North Sumatra, and West Sumatra to expedite the disbursement of their post-disaster recovery budgets, as some regions have used less than 10 percent of their aid budgets by mid-October 2026.

"Some have reached 60 percent, thanks to the President's assistance. However, there are also some that are still below 10 percent, even though it's already mid-October," Tito said in a statement to the media.
Tito said accelerating regional spending was necessary so that budget support from the central government could be immediately used to address the impact of the disaster and support rehabilitation and reconstruction.
To encourage this initiative, the Ministry of Home Affairs held an online meeting with regional heads in the three provinces. The central government will also provide guidance to local governments to optimize the use of the funds they have received.
"So, with this Zoom meeting , I hope our fellow regional heads will be inspired, and we'll also provide on-site guidance so they can use the funds and not just expect the central government to work," he said.
The central government has distributed financial support to affected regions in several phases. During the emergency response period, the President allocated an additional contingency budget of Rp 4 billion for each affected district/city and Rp 20 billion for each provincial government. Total assistance during this phase reached approximately Rp 268 billion for the three provinces.
In February, the government again provided additional regional financial assistance of Rp10.6 trillion to three provinces and their regencies and cities. This support also covered areas not directly affected.
Furthermore, in August, the government distributed additional regional transfers (TKD) of around IDR 1.9 trillion to provincial, district, and city governments in Aceh, North Sumatra, and West Sumatra.
Tito emphasized that accelerating recovery requires collaborative efforts between the central and regional governments, especially since regional governments have also received budget support to implement post-disaster response programs.
"This recovery must be carried out jointly by the central government, which also receives a budget, ministries/agencies, and regions, which also receive a budget, working together in parallel," he said.
This progress is expected to encourage local governments to accelerate the implementation of recovery programs in other sectors through optimal budget utilization.
The government is targeting post-disaster rehabilitation and reconstruction in Aceh, North Sumatra, and West Sumatra to last three years, from 2026 to 2028. Accelerating regional spending realization is one of the efforts to support the achievement of this target.
