Following an attack that killed two Israeli soldiers near the city of Hebron, the closure severely restricts freedom of movement, access to basic services, and the livelihoods of Palestinians, the spokesman said.

Guterres was also concerned by reports of home demolitions and the potential displacement of Palestinians in Hebron, Dujarric continued.

"The Secretary-General condemns the violence sparked by attacks by Israeli settlers against Palestinians, which reached a record high in 2026. He reiterated Israel's obligations under international law as the occupying power to protect Palestinians from such attacks and to hold perpetrators accountable," the spokesman said.

Guterres also remains deeply concerned by the loss of civilian life in Gaza, including children, and the severe restrictions on humanitarian aid ahead of the winter season.

Guterres reiterated his call for the protection of civilians. He also called on all parties to immediately cease all forms of violence, exercise restraint, and avoid actions that could further inflame tensions, the spokesman said.
