The Egyptian President signed Law No. 85 of 2025 amending some provisions of the House of Representatives Law issued by Law No. 46 of 2014 and Law No. 174 of 2020 regarding the division of House of Representatives electoral districts.
The most prominent amendments to the new law signed by Egyptian President Abdel Fattah el-Sisi:
Dividing the Republic of Egypt into a number of districts designated for elections under the individual system, and a number (4) of districts designated for elections under the list system, with (40) seats allocated to two of these districts for each district, and (102) seats allocated to each district for the other two districts, and a special law shall determine the scope and components of each electoral district and the number of seats allocated to it, and to each governorate.
Each electoral list must include a number of candidates equal to the number required to be elected in the district, and an equal number of substitutes.
Each list allocated (40) seats must include at least the following numbers and characteristics:
Three Christian candidates
Two candidates from workers and farmers
Two young candidates
Candidate with disabilities
Candidate from Egyptians residing abroad
Provided that there are at least (20) women among those with these qualities or others.
Each list allocated (102) seats must include at least the following numbers and characteristics:
Nine Christian candidates
Six candidates from among workers and farmers
Six young candidates
Three candidates with disabilities
Three candidates from Egyptians residing abroad
Provided that there are at least (51) women among those with these qualities or others.
Lists that do not meet any of the terms and conditions referred to in this article will not be accepted.
A single list may include candidates from more than one party. The list may also be composed of independent candidates who are not affiliated with any party, or a combination of them.
In all cases, the name of the party or the candidate's status as an independent within the same list must be shown on the nomination papers.
The application for candidacy for membership in the House of Representatives, in the constituencies designated for election under the individual system, shall be submitted by the applicant in writing to the committee monitoring the progress of the electoral process in the constituencies of the competent primary court in the governorate in which he chooses to run, within the period specified by the National Elections Authority, provided that it is not less than five days from the date of opening the door for candidacy.
