Guadalajara, Jalisco, November 29. On November 21, less than two weeks before the end of his term, Jalisco Governor Enrique Alfaro Ramírez published a list of 15 new notaries public to whom he granted notary patents or fiats in the official gazette. Notable among these are the son of former Governor Emilio González Márquez (2006-2012), the son of former Secretary of Government and gubernatorial candidate in 2012, Fernando Guzmán Pérez Peláez, and the brother of the current Secretary of Transportation, Diego Monraz, all of whom are PAN members or former PAN members.
Emilio González Guzmán, son of conservative González Márquez, graduated from the University of Guadalajara in 2007. Among the notable legal cases on his resume are "defending an international company with facilities in Jalisco" that was dissatisfied with the construction of a gas pipeline, and "acting for a financial institution in connection with the judicial collection of a $3 million debt."
Santiago Guzmán de Anda is the son of Fernando Guzmán, one of the PAN members closest to the clergy and a member of El Yunque, a secretive, ultra-Catholic, far-right organization of Mexican origin with international reach. He graduated as a lawyer in 2016 from the Universidad Panamericana, a private institution affiliated with the Opus Dei prelature. Father and son are now public notaries.
Gerardo Monraz Villaseñor, brother of Diego Monraz, is a lawyer who graduated in 2002 from the Universidad Panamericana. Although he did not succeed, he aspired to be a magistrate on the State Supreme Court of Justice in 2020.
