Electoral Procedures (Lgipe), the System of Appeals in Electoral Matters (Lgsmime), the Electoral Crimes (Lgmde), and the Political Parties (Lgpp), as well as the federal laws on Popular Consultation (Lfcp) and Revocation of Mandate (Lfrm). This is done at the level of secondary legislation, but it would have to be included in the Constitution if it reaches that level. Now that the deputies are back from the long weekend, they will begin circulating the texts. It would transform electoral institutions and procedures.
Sea of Cortez
After completing a year in office, the Morena-led governors of the two Baja California states—Nayarit, Sonora, and Sinaloa—are working on an infrastructure project aimed at promoting the "Sea of Cortez" brand. It's an imaginative plan to boost tourism in neighboring states. The group includes Marina del Pilar Ávila of Baja California; Víctor Manuel Castro of Baja California Sur; Rubén Rocha of Sinaloa; Alfonso Durazo of Sonora; and Miguel Ángel Navarro of Nayarit. Three states—Sonora, Baja California Sur, and Baja California Sur—are ranked 5th, 6th, and 9th in the Top 10 states with the greatest contribution to the national GDP. The goal is for these three states to leverage regional strategies to boost the other two states, Sinaloa and Nayarit, which are ranked 17th and 25th, respectively. Baja California's coastline is virtually pristine and has enormous tourism and fishing potential.

The National Governors Conference is still alive, but no longer in its prime. Gone are the days when those meetings resembled showrooms for the most modern and expensive airplanes and helicopters, the largest teams of bodyguards, and the attendees wearing the shortest skirts. And a lot of backstabbing. Instead, groups with effective work goals are emerging.
