20 Items: Trump's "Comprehensive" Plan to End the War on Gaza

During a joint press conference with Israeli Prime Minister Benjamin Netanyahu, Trump explained that his plan proposes the formation of a transitional international body, headed by him, known as the "Peace Council," to oversee the administration and reconstruction of the Gaza Strip, with the participation of international figures, including former British Prime Minister Tony Blair.


The plan, published in Arabic by the US State Department under the title "President Donald J. Trump's Comprehensive Plan to End the Conflict in Gaza," includes 20 main points, as follows:


1. The Gaza Strip becomes a zone free of extremism and terrorism, and does not pose any threat to neighboring countries.


2. The Gaza Strip will be redeveloped for the benefit of its residents, who have suffered enough.


3. The war will end immediately if both parties agree to this proposal, and the Israeli occupation forces will withdraw to the agreed-upon line, paving the way for the release of the hostages. All military operations, including aerial and artillery bombardment, will be suspended during this period, and the fighting lines will remain frozen until the necessary conditions for a complete, gradual withdrawal are met.


4. All living hostages and the remains of those who died shall be returned within 72 hours from the date on which Israel announces its acceptance of this agreement.


5. Following the release of all hostages, Israel will release 250 prisoners serving life sentences, in addition to 1,700 Gaza residents arrested after October 7, 2023, including all women and children arrested in that context. Israel will hand over the bodies of 15 Gaza residents for each body of an Israeli hostage.


6. After the release of all hostages, Hamas members who commit to peaceful coexistence and disarmament will be granted a general amnesty, and safe passage will be provided for Hamas members wishing to leave the Gaza Strip to host countries.


7. Full aid delivery to the Gaza Strip will begin immediately upon approval of this agreement. The amount of this aid will be consistent, at a minimum, with the January 19, 2025, agreement on humanitarian aid, and will include the rehabilitation of infrastructure (water, electricity, and sanitation), the rehabilitation of hospitals and bakeries, and the import of equipment necessary to remove rubble and open roads.


8. Aid will enter and be distributed in the Gaza Strip without any interference from either party, through the United Nations, its agencies, the Red Crescent, and other international organizations not affiliated in any way with either party. The reopening of the Rafah crossing in both directions will be subject to the mechanism implemented under the January 19, 2025 agreement.


9. The Gaza Strip will be subject to temporary transitional governance by a technocratic, non-political Palestinian committee responsible for managing day-to-day public services and municipal affairs for Gaza’s residents. This committee will be composed of qualified Palestinians and international experts, under the supervision of a new international transitional body called the “Peace Council,” chaired by President Donald Trump and attended by other heads of state to be announced later, including former Prime Minister Tony Blair. This body will establish the general framework for Gaza’s reconstruction and financing until the Palestinian Authority completes its reform program as outlined in previous proposals, including President Trump’s 2020 peace plan and the Saudi-French proposal, and is able to safely and effectively regain control of the Strip. This international body will rely on the best international standards to establish a modern and effective governance system that serves Gaza’s residents and contributes to attracting investment.

An economic development plan proposed by President Trump will be developed to rebuild and promote growth in Gaza, drawing on a team of experts who have helped build some of the most prosperous cities in the Middle East. Several well-intentioned international groups have already submitted thoughtful investment proposals and innovative development ideas. These proposals and ideas will be examined to determine the appropriate framework for security and governance, with the goal of attracting and facilitating investment, creating jobs, and building hope for Gaza's future.


11. A special economic zone shall be established with customs tariffs and preferential trade facilities to be negotiated with the participating countries.


12. No one will be forced to leave the Gaza Strip, and those who wish to do so will be able to leave or return as they please. We will encourage Gaza residents to remain in the Strip and support them in building a better future.


13. Hamas and other factions agree not to play any role in governing Gaza, directly, indirectly, or in any way. All military, terrorist, and offensive infrastructure, includiincluding tunnels and weapons manufacturing plants, will be destroyed and their reconstruction prohibited. The demilitarization process in Gaza will be supervised by independent monitors and will include the final decommissioning of weapons through an approved process supported by an internationally funded arms purchase and rehabilitation program, under the supervision of independent monitors. The new Gaza is fully committed to building a prosperous economy and promoting peaceful coexistence with its neighbors.


14. Regional partners provide assurances that Hamas and other factions will abide by their commitments, and that the new Gaza will not pose any threat to its neighbors or its people.


15. The United States is working with Arab and international partners to establish a temporary international stabilization force to deploy immediately to Gaza. This force will train and support the existing Palestinian police forces in Gaza, and is consulting with Jordan and Egypt, which have extensive experience in this field. This force represents the long-term internal security solution and will work with Israel and Egypt to help secure the border areas, in cooperation with the newly trained Palestinian police forces. The entry of munitions into Gaza will be prohibited, and the rapid and safe flow of goods for the reconstruction and recovery of the Strip will be facilitated. The parties will agree on a mechanism to avoid any clashes or confrontations.


16. Israel will not occupy or annex the Gaza Strip. As the international force stabilizes the Strip, the Israeli occupation forces will withdraw in accordance with the criteria, phases, and timetables for demilitarization agreed upon between the Israeli occupation forces, the international stabilization force, the guarantors, and the United States, with the aim of achieving security in Gaza and ensuring that it will not pose a threat to Israel, Egypt, or its citizens. The Israeli occupation forces will, in practice, gradually transfer control of the territory of Gaza to the international stabilization force, pursuant to an agreement with the interim authorities, until the full withdrawal from Gaza, except for a presence in a security perimeter that will remain in place until the Strip is secure from any potential terrorist threat.


17. If Hamas delays or rejects this proposal, the above, including expanding the scope of relief operations, will be implemented in the terrorist-free areas that are handed over from the Israeli occupation army to the international stabilization force.


18. Launch an interfaith dialogue process based on the values of tolerance and peaceful coexistence, with the aim of changing the prevailing concepts and attitudes among Palestinians and Israelis and affirming the benefits that can be achieved through peace.


19. With the progress of the reconstruction of the Gaza Strip and the completion of the Palestinian Authority’s reform program, the necessary conditions may finally be met for a credible path leading to Palestinian self-determination and the establishment of a Palestinian state, which we recognize as a legitimate aspiration of the Palestinian people.


20. The United States is establishing a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence and shared prosperity
