The Ministry of Communication and Digital Affairs prepares CACM to close loopholes for irregularities

  In an effort to strengthen its internal budget oversight system, the Ministry of Communication and Digital  has prepared a Continuous Audit and Continuous Monitoring  feature to close gaps for irregularities.


This feature is designed to detect in real time any budget revisions made by work units within the ministry.


"So far, after confirmation, sometimes budget revisions are made during the current year without us receiving any information. As a result, the oversight we've carried out can lose its relevance," said Randy Arninto, Inspector III of the Ministry of Communication and Digital Affairs' Inspectorate General, in Jakarta on Wednesday.


"With CACM, every change is immediately detected and there is a notification, we can immediately follow up," he added.



Randy said that CACM was developed to close the gaps for deviations after the initial audit process was completed.


The CACM system will be integrated with the government finance application (Sakti). Whenever there is a change in the value, volume, or type of expenditure, the system will send a notification to the auditor.


Thus, the Inspectorate General can immediately request clarification or reject revisions that do not meet requirements.


"This feature isn't just for monitoring numbers, but also for tracking the reasons for changes. This way, irregularities can be prevented before they occur," Randy said.


CACM was developed entirely by the Kemkomdigi programming team and involved no new procurement. According to Randy, this effort was made to reduce costs and accelerate development.



The CACM feature is targeted to be ready for use as a data- and risk-based monitoring support tool starting in early 2026.


"With CACM, our monitoring is no longer reactive, but ongoing, even as changes occur. This is a true form of preventative digital monitoring," said Randy.


"Hopefully, it can be used early next year," he added.


The development of the CACM feature is part of the Inspectorate General of the Ministry of Communication and Digital Affairs' (Kemkomdigi) grand strategy to improve budgeting accountability with the principle of "No Data No Budget" or NOBU.



With the combination of NOBU and CACM, the Ministry of Communication and Digital Affairs strives to prevent irregularities and ensure that every rupiah of the government budget is truly used for the public interest.
