The Ministry of Home Affairs (Kemendagri) is targeting the completion of village boundaries in 5,000 villages by 2029 in collaboration with the Ministry of Agrarian Affairs and Spatial Planning (ATR)/National Land Agency (BPN).The Director General of Village Governance Development at the Ministry of Home Affairs, Laode Ahmad Bolombo, said that the confirmation of village boundaries is very important because it will affect the future of development at the village, regional, and national levels.
"The confirmation of village boundaries also minimizes the potential for territorial boundary conflicts and accelerates the resolution of administrative boundaries at sub-districts, regencies/cities, and provinces," said Laode at the Socialization and Technical Coordination Meeting of the Integrated Land Administration and Spatial Planning Project (ILASPP) on Village Boundary Confirmation with Regional Governments in 2025, in Jakarta, Friday, as quoted from a written statement.
Village boundaries are the basis for development planning in villages that support orderly population administration and clarity of ownership of village, regional and community government assets.
He explained that the output of the village boundary resolution program is a draft regional head regulation (ranperkada) on village boundaries. This program will increase the number of villages with definitive village boundaries.
Currently, there are 10,909 villages that have village boundary regulations or around 14.4 percent of the current number of villages, namely 75,266 villages.
"The Ministry of Home Affairs expects commitment and support from local governments in implementing the Village Boundary Determination Committee Team (PPBDes)," he said.
The event was organized by the Directorate General of Village Governance Development, Ministry of Home Affairs, with participants representing provincial and district/city governments.
ILASPP aims to support local governments at the district/city level in implementing village boundary confirmation.
La Ode stated that the ILASPP program will be implemented in areas that have not or have carried out very little village boundary confirmation, areas that have base maps produced by the Geospatial Information Agency (BIG), areas with minimal village boundary conflicts, and areas that are not customary land.
In addition, it was said that the program also prioritizes areas that have easy accessibility.
"Areas whose boundaries have been determined by the Minister of Home Affairs Regulation or have reached an agreement," Laode added.
