Bogor DPRD emphasizes transparency and sanctions in the Galuga TPAS PKS
  The Bogor Regional People's Representative Council (DPRD) emphasized the importance of transparency and sanction mechanisms in the Cooperation Agreement (PKS) for the management of the Galuga Final Waste Processing Site (TPAS), which was approved in a plenary meeting on Wednesday.

Bogor Regional People's Representative Council (DPRD) Speaker Adityawarman Adil stated that the approval for the extension of the PKS agreement had been discussed by Commissions I and III, as well as a special discussion in the DPRD's Consultative Body. He emphasized that his institution had provided several important notes to strengthen the PKS legally and operationally.

"We are requesting clarity regarding the authorized operators, Minimum Service Standards, and other technical details, so that this PKS is not merely an administrative document," he said.

He added that transparency between the two regions must be guaranteed so that the cooperation meets the principles of justice and provides balanced benefits for Bogor and Bogor Regency.

"The PKS must have strong enforceability. Details of Galuga's use need to be included, including waste volume, zoning, and emergency SOPs for landfill landslides, leachate flooding, and fires," he said.

The Bogor DPRD also requested that the recipients of PKS benefits be clearly stated in the cooperation document as a basis for quarterly periodic reporting that must be submitted to the DPRD.

"We are also pushing for the establishment of a sanction mechanism and law enforcement against violators of this PKS," he stressed.

Chairman of Commission I of the Bogor Regional People's Representative Council (DPRD), Karnain Asyhar, stated that the extension of the Galuga TPAS cooperation must ensure legal certainty and the sustainability of public services, while also providing environmental, social, and economic benefits to the communities in the two regions.

"Commissions I and III emphasized that the PKS must be a win-win solution for affected regions and residents, while also protecting the environment with appropriate processing technology," he said.

He added that legal and political legitimacy for this collaboration is important to ensure sustainable waste management that aligns with the future needs of Bogor City.

In a plenary session, Bogor Deputy Mayor Jenal Mutaqin expressed his appreciation for the Regional People's Representative Council's (DPRD) approval of the extension of the Galuga TPAS permit. He viewed this as a joint commitment by the legislative and executive branches to maintaining the sustainability of waste management services.

"The Bogor City Government will follow up on all necessary processes, including refining the cooperation documents and implementing technical aspects in the field," he said.
