AES: Mali creates a ministerial post to supervise mines

A new ministerial position responsible for supervising the mining sector has been created by Assimi Goïta.


This measure strengthens the presidency's direct control over the gold industry, which is very important for the country's economy. The Malian military leader has appointed Hilaire Bebian Diarra, a former executive at Canadian company Barrick Mining (ABX.TO) to fill the position.


The minister of this sector will have the power to supervise the implementation of mining policy, monitor compliance with the mining code and examine reports submitted by title holders, responsibilities which previously fell under the Ministry of Mines.


Hilaire Bebian Diarra is a specialist in earth sciences. He joined the government last year while leading negotiations for control of the Loulo-Gounkoto complex for the Canadian company.


The Malian national was appointed special adviser to the presidency during the bitter conflict over Mali's first industrial gold mine, as Assimi Goita's government pushed for higher taxes and greater participation in the State in mining projects.


The move was widely seen as a strategic blow to the Canadian mining company.
