The 12th Plenary Session of the 3rd Session Period of the 2025-2026 Session Year approved eight points for the Acceleration of Police Reform, which are the conclusions of Commission III of the Indonesian House of Representatives (DPR RI). One of these points stipulates that the position of the Police remains under the President, not as a ministry.
"Now, may we ask the honorable council, regarding the report of Commission III of the Indonesian House of Representatives (DPR RI) on the results of the discussion on the Acceleration of Police Reform, can it be approved?" said Deputy Speaker of the DPR RI Saan Mustopa at the parliamentary complex in Jakarta on Tuesday, which was answered in the affirmative by all DPR RI members in the plenary session.
Meanwhile, Chairman of Commission III of the Indonesian House of Representatives, Habiburokhman, requested that the 8 points of the Acceleration of Police Reform become a binding decision between the Indonesian House of Representatives and the government, which must be implemented by the government based on the provisions of the law.
The following are eight points of the Accelerated Police Reform Plan, which have also been signed by the National Police Chief, General Listyo Sigit Prabowo:
1. Commission III confirms that the position of the Indonesian National Police is directly under the President and is not in the form of a ministry led by the Chief of the Indonesian National Police (Kapolri) who is appointed and dismissed by the President with the approval of the Indonesian House of Representatives as regulated in Article 7 of MPR Decree Number VII/MPR/2000 and applicable laws and regulations.
2. Commission III of the Indonesian House of Representatives supports the maximization of the work of the National Police Commission to assist the President in determining the policy direction of the Indonesian National Police and provide considerations to the President in the appointment and dismissal of the Chief of Police as regulated in Article 8 of the MPR Decree Number VII/MPR/2000.
3. Commission III of the Indonesian House of Representatives emphasized that the assignment of members of the Republic of Indonesia National Police (Polri) to occupy positions outside the Polri organizational structure can be carried out based on Police Regulation Number 10 of 2025 because it is in accordance with Article 30 paragraph (4) of the 1945 Constitution and this material will be included in the amendment to the Polri law.
4. Commission III of the Indonesian House of Representatives will maximize supervision of the Indonesian National Police based on Article 20A of the 1945 Constitution and request that internal supervision of the Indonesian National Police be strengthened by continuing to improve the Wassidik Bureau, Inspectorate, and Propam.
