TikTok announces joint venture in the United States

TikTok has announced the creation of a subsidiary in the United States, majority-owned by a number of major American companies, in order to protect the privacy of American users.

The company stated in a press release: "Today, pursuant to an executive order issued by US President Donald Trump on September 25, 2025, TikTok USDS Joint Venture LLC was created."

She added that the new company's goals include protecting the data of American users, securing algorithms and software, and protecting the American content ecosystem.

According to the press release, the company has three major investors: Silver Lake, Oracle, and MGX, each holding a 15% stake. ByteDance holds a 19.9% stake in the joint venture. Other investors include Susquehanna, Dragoneer, DFO, and the family office of Dell Chairman Michael Dell, among others.

Adam Presser, who previously held positions at TikTok USDS, TikTok and Booz Allen Hamilton, was appointed CEO.

According to the statement, the board of directors is mostly made up of Americans, including representatives from TPG Global, Susquehanna International Group, Silver Lake, DXC Technology, Oracle and MGX.

According to analytics firm Sensor Tower, TikTok became the most downloaded app in the United States in 2021 and 2022. TikTok is currently used by nearly 170 million Americans, which is about half the country's population.
