Burhanettin Duran, the head of communications at the Turkish presidency , said in a tweet on the X platform on Saturday that the UN Security Council decided, under Resolution 2803, to support the comprehensive plan to end the conflict in the Gaza Strip, which was announced by President Trump.
Duran explained that the plan includes the establishment of a "Peace Council" and its affiliated bodies, which will be responsible for ensuring security and reconstruction in the Gaza Strip during the next phase.
He stated that “President Trump, in his capacity as the founding president of the Peace Council, sent a letter on January 16, 2026, inviting President Recep Tayyip Erdoğan to participate as a founding member of the Peace Council.”
On Friday evening, the White House announced the members of what it called the "Peace Council" in Gaza, along with revealing the formation of the "Gaza Executive Council," as part of efforts to move to the second phase of the ceasefire agreement in the sector.
In an official statement, the White House indicated that Trump welcomed on Thursday the formation of the "National Committee for the Administration of Gaza," considering it "a vital step towards implementing the second phase of his comprehensive plan to end the conflict in Gaza."
The statement explained that former Palestinian Deputy Minister of Planning Ali Shaath will head the “National Committee for the Management of Gaza”, which will be responsible for rehabilitating public services, rebuilding civil institutions, and stabilizing daily life within the sector, while laying the foundations for long-term sustainable governance.
The White House stated that Shaath is "a widely respected technocratic leader with extensive experience in public administration, economic development, and international work, and is highly respected for his pragmatic technocratic leadership and understanding of the institutional reality in Gaza."
He noted that this plan is consistent with UN Security Council Resolution 2803 (2025), which endorsed Trump’s comprehensive plan and welcomed the establishment of the “Peace Council,” which will play a pivotal role in achieving all 20 points of the President’s plan, through strategic oversight, mobilizing international resources, and ensuring accountability during Gaza’s transition from conflict to peace and development.
On Friday, Shaath announced the official start of the committee’s work from the Egyptian capital, Cairo, in preparation for moving to Gaza, stressing that it had received promises from “influential countries to provide significant financial support.”
The UN Security Council adopted, in its resolution 2803 issued on November 17, 2025, Trump’s 20-point plan, explaining that the second phase of the plan would take place through 3 entities: the Peace Council, a Palestinian technocratic committee, and an international stabilization force.
The resolution indicated that the authorization issued for both the Peace Council and forms of international civilian and security presence would remain in effect until December 31, 2027, unless the Security Council took further action, or approved the renewal of the authorization for the international force in cooperation with Egypt, Israel and the member states.
