The Ministry of Communication and Digital confirmed that SIM card registration data using the biometric verification method for customers is not stored by cellular operators but is stored by the Directorate General of Population and Civil Registration of the Ministry of Home Affairs.
Dany Suwardany, Director of Digital Ecosystem Control at the Ministry of Communication and Digital Technology, ensured the security of telecommunications customer data as new SIM card registration using biometric verification methods took effect on July 1, 2026.
"Cellular operators don't store facial photos. So, what they do is encrypt the facial photos and then validate them with the Civil Registration Department," Deny said during a discussion in South Jakarta on Tuesday.
He explained that customer data validation is carried out by the Civil Registration Agency . The mobile operator then receives a notification confirming that the customer's facial scan matches the data recorded by Dukcapil.
