Naim Qassem calls for freezing direct negotiations with Israel and affirms their failure to break the resistance

This came  speech delivered by Qassem during the commemoration of the second anniversary of the assassination of the party’s former secretaries-general, Hassan Nasrallah and Hashem Safieddine, in Israeli raids in the southern suburbs of Beirut.
Qassem said that "the framework agreement is a shameful concession of the cards that Lebanon can use to obtain its rights," holding the authorities responsible for the continued security turmoil resulting from Israeli attacks, and considering that they do not benefit from the resistance and the steadfastness of the Lebanese.

He accused the authorities of aiding the "Israeli-American project" instead of confronting it, calling for "putting an end to concessions, correcting the negotiating course, and raising our voices in defense of Lebanon's sovereignty."

He said: "Freeze the direct negotiations and go to indirect ones," and added, "We want the president of the country to be an arbiter and a unifier, not a party, and we want him to unite the Lebanese, not divide them as is the case."

He expressed Hezbollah's "readiness for dialogue and discussion on the issue of the exclusivity of weapons, but only after liberation is achieved first."

The Lebanese government insists on limiting weapons to the state and extending its authority over all its territory. In contrast, Hezbollah rejects the government's call to hand over weapons before a complete withdrawal of the Israeli occupation army from southern Lebanon.

Qassem stressed in his speech that Israel has not been able to achieve its goals of breaking the resistance, noting that “the resistance has proven that the hordes, whose numbers extend to ninety thousand Israeli soldiers and officers, have not been able to achieve their goals of breaking the resistance and ending its existence.”

Qassem stressed that “the resistance stopped the aggression project,” adding that it “prevented the enemy from consolidating the Israeli occupation and establishing settlements in Lebanon.” He continued: “We are confronting Israel, which is supported by America, with all its extraordinary and limitless capabilities.”

Direct negotiations between Lebanon and Israel began on April 14, 2026, with a meeting in Washington under American auspices, and its rounds addressed the issues of ceasefire, withdrawal, borders, prisoners and missing persons.

On June 26, Beirut and Tel Aviv signed a framework agreement in Washington, sponsored by the United States, stipulating a gradual Israeli withdrawal from Lebanese territory and the deployment of the Lebanese army in the areas from which Israeli forces withdraw.

Between August 4 and 6, Rome hosted the seventh round of negotiations, which addressed military, political, legal and border issues, in addition to the issue of prisoners and missing persons.

Despite the framework agreement signed on June 26, Israeli attacks on southern Lebanon continue, while Israel still occupies areas in the south, some for decades and others seized during recent wars and military operations.

Since March 2, Israel has been waging an aggression against Lebanon, which has left at least 4,386 dead, 12,407 wounded, and more than one million displaced, according to Lebanese authorities.
