South Korean Defense Minister Ahn Gyu-back called North Korea's move to strengthen the two countries' border and sever ties an unprecedented act.
"Since 2024, North Korea has taken a number of very strong and unprecedented steps to sever ties between the two Koreas, including building essentially three layers of fences and fortifications along the border," Ahn Gyu-back said at the Seoul Defense Dialogue forum.

According to him, to overcome the situation where the two countries are hostile to each other, dialogue between North Korea and the United States must pave the way for the resumption of dialogue between Pyongyang and Seoul.
Ahn said Seoul has gradually taken steps to improve inter-Korean relations, including halting operations and dismantling loudspeakers used to broadcast propaganda toward North Korea.
South Korea, he continued, is also continuing the search for the remains of soldiers killed in the Baekma Heights area. This hilly region in South Korea was once the site of a battle during the Korean War.
The Defense Minister hopes that a number of efforts made by South Korea can encourage North Korea to return to the negotiating table.
He also pledged that Seoul would continue to take peaceful steps and pursue dialogue, backed by continued military readiness, even as Pyongyang continues to build barriers along the border.
Since 2024, North Korea has been constructing barriers, planting mines, and various other defensive fortifications along the military demarcation line.
