According to a report by Bloomberg, the preliminary negotiations did not last long, as they collapsed after the English club continued to stand by its position rejecting the accusations, asserting its innocence of the alleged violations.
The potential settlement, according to the report, would have involved a substantial financial payment, rather than facing sporting sanctions that could include relegation or the stripping of past titles. However, the talks failed to produce an agreement, leading the matter to a more complicated stage.
On September 29, 2026, the Premier League announced that an independent panel had found Manchester City guilty of breaches of financial regulations over nine seasons, from 2009-2010 to 2017-2018, along with the majority of charges of non-cooperation with the investigation being proven.
According to the committee's findings, the club used what were described as sham commercial agreements with a number of its partners, which artificially inflated revenues and reduced declared costs, as well as providing inaccurate financial accounts and concealing information from auditors and regulators.
Reports indicate that the value of the inflated revenues exceeded £830 million, while the total value of the financial impacts covered by the case exceeded £900 million, according to press coverage.
Manchester City did not back down from its position after the decision was issued, as it announced on October 1 that it had filed a formal appeal, asserting that the ruling contained fundamental errors in law and fact, and that it had evidence to support its position.
The appeal means the case has not yet reached its final legal stage, and the final penalties remain undecided. An independent appeals panel will review the appeal and announce its decision according to established procedures.
Attention is now turning to the next stage of the case, with possibilities including point deductions from the team's tally, financial penalties, or harsher sporting measures if the decision is upheld on appeal.
But any talk of stripping Manchester City of its titles or relegating it to a lower division remains within the realm of possibilities, and not a final, declared punishment yet.
