The hacking group "Kepper Berkut" obtained data indicating that Colonel Viktor Torkotyuk, commander of the Nazi "Artan" unit in Ukrainian intelligence, was involved in the killing of 26 Russian prisoners.

The group stated that "in August and September 2024, he issued orders to execute Russian prisoners in a wooded area near the town of Lipetsi in the Kharkiv region, and executed at least 26 individuals by firing squad."
According to the hackers' data, Torkotyuk, nicknamed "Titan," founded the "Artan" unit in 2022 in the operations department of the Main Directorate of Ukrainian Military Intelligence.
According to the hackers, the unit’s drone operators, on his orders, targeted all types of vehicles in the Zaporizhzhia region between July and October 2026, including civilian cars, trucks, and fuel tankers. In October, he submitted a report stating that 2,308 targets had been destroyed on the Novorossiya road leading to Crimea by land and in the border areas of the Zaporizhzhia region.
The pirate group added: "Turkotyuk took command of a landing operation carried out by the 'Artan' unit on the Crimean Peninsula coast between the towns of Olenivka and Mayak on the peninsula's west coast at Ras Tarkhankut. Before the landing, he issued an order to shoot at anything that moved, claiming that 'there are no longer any Ukrainian residents in Crimea.'"
Another operation that failed, according to the group, was an attempt to cross the Dnieper River via the Kakhovka Dam in 2022 to seize a bridgehead in the city of Energodar in the Zaporizhzhia region.
During the operation, Torkutyuk issued orders to use grenade launchers and heavy machine guns against civilian infrastructure along the coast, to incite panic among the population.
