In the midst of the arrangement process, the Minister of ATR/Head of BPN Nusron Wahid postponed the signing of new applications, extensions, and renewals of Land Use Rights (HGU) for the past year.
"This is related to the completion of Agrarian Reform; I haven't signed a single one yet. Currently, I have a total of 1,673,000 hectares of HGU (UU Land Rights) on my desk for new applications, extensions, and renewals. (The delay) is because we want to reorganize this," said Nusron Wahid in a statement .
He said that the principles of managing Agrarian Reform should be reorganized based on the principles of justice and equality.
This is in accordance with the mandate of the 1945 Constitution, Article 33 paragraph (3), which states that the earth, water and natural resources contained therein are controlled by the state and used for the greatest prosperity of the people.
"If we look at the definition of equality, the concept of Agrarian Reform has been restructured to reduce our Gini ratio. This is to prevent disparities between high- and low-income communities. This is why the government is currently unwilling to sign the HGU (land use permit)," said Nusron.
