"Physical projects, whether small or large, should not disrupt vital objects or other public utilities," he said .
He stated that the negligence in technical coordination in the field was considered to be detrimental to the daily productivity of residents directly affected.
"The long-term goals of this flood management project are excellent, and we fully support them. However, the construction process must not impact the PDAM pipeline network. The impact of the water crisis will be felt immediately by the community," he said.
Specifically highlighting the physical construction of roads and water channels sourced from the Village Fund budget.
Based on field evaluations, this environmental-scale project has a very high potential for damage to clean water pipes compared to large projects formed by related agencies.
According to Bahtiyar, projects led by vertical agencies usually have a more mature planning system and always coordinate closely with the PDAM before carrying out excavations.
"On the other hand, projects at the sub-district level often proceed without accurate mapping of underground utilities," he said.
This condition has been proven to trigger a clean water crisis in a number of areas recently due to leaking pipes that were accidentally dredged by heavy equipment.
