Congress approves reforms to document declassification criteria

Mexicali, August 20. The State Congress approved Opinion No. 55 of the Legislation and Constitutional Affairs Committee, which includes two initiatives aimed at strengthening the right of access to public information. These initiatives were presented by Representatives Juan Diego Echevarría Ibarra and Juan Manuel Molina García. These initiatives were approved in a single bill due to their shared legislative vision.

According to a press release, the proposal by Representative Echevarría Ibarra (of the National Action Party) establishes the incorporation of Article 109 BIS, which specifies the conditions under which documents classified as confidential must be declassified. This reform harmonizes local procedures with the criteria established in federal legislation, avoiding regulatory gaps or contradictory interpretations that could violate the fundamental right of access to information, thereby

 The principles of legal certainty and maximum publicity are reinforced by specifically establishing the deadlines and conditions applicable to the declassification of previously reserved information.

Regarding the reform promoted by Representative Molina García (of Morena), he promoted the reform of section g) of article 83, with the objective of establishing as an obligation that all sentences issued by the State Judicial Branch be public.
